Background

In 2022, the county added a guardrail to the sidewalk and during construction, inadvertently created a protected multi-use lane that people on bikes and scooters were using as a safe place to travel for eight weeks.

In July 2022 and in preparation for constructing a guard rail for pedestrians, the county erected jersey barriers and fencing. It is our understanding that the new pedestrian guard rail will create an even more narrow sidewalk than currently exists.

This is a problem. There is barely enough room for pedestrians as it is, and people on bicycles, who use the sidewalk due to unsafe road conditions, will now be vying for an even smaller section of space along with pedestrians! It is clear, now more than ever, that there is ample space along the viaduct for a two-way cycle track. NACTO recommends 12 feet plus a 3 foot buffer.

An additional benefit is the bottom of the viaduct in Hoboken on 14th and Willow, which is a known high crash intersection, becomes much safer for pedestrians crossing since the right hand turn would now operate primarily with the green light. While right on red lights are legal in New Jersey, they are known to create dangerous conflicts.

About the Viaduct

The 14th Street Viaduct is a ΒΌ-mile county road that connects the densely populated and growing towns of Hoboken, Jersey City Heights and Union City. Conditions on the viaduct are hostile and unacceptable for the more than 6000 pedestrians and 600 cyclists who travel this route daily. The intersection of 14th Street and Willow is a high-crash intersection with an average of 32.3 crashes per year. A 2021 Hudson County analysis states: β€œCrash records show that rear end and side swipe crashes account for 62% of all crashes at the intersection. The viaduct approach to the intersection appears to be contributing to this crash pattern.”
